I'm guessing, but a few things to check.
Do you have any 3rd party anti-virus/security/firewall software installed? If so, can you disable it to see if that has any effect?
This next thing to check is to navigate to the location where NDI Tools is installed, right click on an executable and see if there is an unblock checkbox. If there is, then check this box and then see if the software will open.

Lastly, is there any entry put into the Windows Application log when you try to run an NDI tool?
