It sounds like the issue maybe with the network at your church. Some things you can try to start are to make sure all the laptops are on the same local network (not a guest or isolated network). If possible, try connecting them with Ethernet cables instead of Wi-Fi, wired connections tend to be more stable and reliable for NDI.
